Comprehensive Area Assessment (CAA)

Comprehensive Area Assessment (CAA) will provide the first independent assessment of the prospects for local areas and the quality of life for people living there. It will put the experience of citizens, people who use services and local taxpayers at the centre of a new local assessment framework, with a particular focus on vulnerable people.

This focus on outcomes for local people requires CAA to look across councils, health bodies, police forces, fire and rescue authorities and other local public services, which are increasingly expected to work in partnership to tackle the challenges facing their communities.

CAA will cover issues like reducing inequalities in health and education, increasing the availability of affordable housing, reducing the fear of crime, improving educational achievement, attracting investment and reducing each area's carbon footprint. Its focus will vary from place to place depending on local priorities.

The joint Inspectorates will carry out a risk assessment for each area covered by a Local Area Agreement which will focus on the likelihood of local and national priority outcomes being achieved, to determine the likely prospects for the area and for the impact of this on the quality of life for local people.

The 2009 Area Assessment is published by the Audit Commission on Wednesday 9th December on the One Place website.
